    Network question

This is for you guys that are in know about networking. I am trying to develope a way to send a signal over the internet to where both locations have high speed internet access preferably a ISDN or a T1 line. Now this is where it gets hinkey. One location will allways be a constant and have a static IP address. The other will be different locations at different times.

I am wanting to send the signal out that is sent from a switch and a router and then have it arrive at the static IP address. Then manipulate and have it return to the signals point of origin. Once at the location have the routers route it to the device it needs to go to. By the way this all needs to be done in real time with absoultley no lag. Is there an easy way to do this or does it require a network engineer to set up at each location?
